Roughly translated it reads  SOLDIER DISPATCHED BY GOD CAPTAIN  TAMESABURO SEGAWA  LOYALTY AND PATRIOTISM  THE MEANING OF LOYALTY AND PATRIOTISM IS TO BE LOYAL TO ONE'S COUNTRY AND TO REPAY THE FAVORS RECIEVED FROM THE COUNTRY  DIRECTOR OF SHIPBUILDING  YOKOSUKA NAVAL FACTORY.
